Mr. David McCulla is founder and president of International Construction Consultants, Inc., based in Sarasota, FL. Mr. McCulla is a professionally trained Quantity Surveyor, with more than 36 years experience in the construction industry with contractors, construction managers and consultants. He has expertise in litigation support, including claims and damages calculations, scheduling analysis and cost analysis. He has provided construction industry consulting including schedule delay assessment, and litigation support services to both public and private clients as well as project management, construction cost and engineering advisory services.
Mr. McCulla is accomplished in the complex analyses of construction related projects, including the assessment of schedule delays and the quantification of damages in disputes involving multiple parties including contractors, subcontractors, owners, utilities, sureties and attorneys. He has prepared and analyzed CPM schedules, project delays and schedule acceleration, extended equipment costs, general conditions costs and office overhead, labor and equipment productivity, labor escalation, labor overtime, lost profits, consequential damages and interest calculations on a variety of claims and litigation matters, participating in these functions as the construction project evolved. He has also conducted and participated in numerous speaking engagements in the industry.
Prior to forming his own company, Mr. McCulla held positions with major general contractors and his experience spans engagements related to the construction of highways, oil, gas, steam and nuclear power plants, bridges, wastewater treatment plants, mass transit, high-rise construction, health care facilities, shopping centers and paper and pulp mills, churches, cathedrals and mosques, military bases, airports, casinos and fire stations. These projects were located throughout North America in addition to numerous projects located overseas, including Europe, the Caribbean and the Middle East.
Mr. McCulla has provided various construction consulting services to owners, contractors, sureties and insurance companies. He has expertise in the areas of construction management, project scheduling and claims analysis, and has served as an expert in various complex multi-million dollar construction termination, delay, acceleration and loss of productivity claims. His services include litigation support, detailed schedule analyses, surety evaluations, defective construction investigations, disputed extra work claims, and property and casualty claims on a variety of different projects.
Mr. McCulla has also provided contract administration services to contractors on public contracts, assisting his clients through applicable agency regulations, schedule and claims preparation, Value Engineering preparation, project management procedures, change order preparation and negotiation, and client management among others.
Mr. McCulla attended the Liverpool College of Building and Liverpool Polytechnic, taking the licentiate of the Institute of Building course which consisted of the promotion of practical office skills, measurement, cost accounting, contract, general building knowledge and site skills combined with day lectures and evening classes. In 1987, he applied and graduated the direct membership examination for the Joint Test of Competence for the Royal Institute of Chartered Surveyors Society of Surveying Technicians and was elected a full member of the Society of Surveying Technicians on January 1, 1988. Mr. McCulla has also continued his education by attending various seminars and courses on professional topics such as claims management, subcontractor claim management, measurement, scheduling/project planning, business management, auditor for BS 5750, people management, marketing and CDM Regulations.
