Our Firm: The lawyers in our firm’s Property Valuation Law Group, of which I am in charge, concentrate in commercial property tax appeals and eminent domain throughout NY State, as well as advisory services across the US and internationally. Our firm's other attorneys focus on a broad range of real estate matters in southern NY State, including land use, environmental, construction, litigation, economic development, and our Manhattan office focuses on economic incentives and tax relief for owners and tenants in the five boroughs. My Experience: David C. Wilkes, Esq., CRE, FRICS is a US and international real estate advisor, concentrating in property taxation and local government finance, complex property valuation, eminent domain, and emerging market tax and mortgage finance, including Islamic Law-compliant mortgages. He is a designated “Counselor of Real Estate”, and is also a Fellow of the Royal Institute of Chartered Surveyors, admitted through their Eminent Professionals program. He has served as a Senior Real Estate Advisor in emerging markets on behalf of the US government, including the Middle East and Eastern Europe. He advises the world’s largest real estate owners, and lectures and publishes internationally on property tax and valuation, and also advises selected local governments on complex property tax matters. David is an elected Member of the Board of The Appraisal Foundation, based in Washington, DC, which is the Congressionally-authorized source of U.S. appraisal standards and qualifications. He is also a Member of the Board of Directors of the Counselors of Real Estate’s New York Chapter. David is Editor-in-Chief of the New York State Bar Journal, the State’s acclaimed monthly lawyers’ magazine with 80,000 readers. He also served for six years as Editor-in-Chief of Real Estate Review, an academic journal published by New York University’s Real Estate Institute. He is a founding member of the Corporate Advisory Council of the International Property Tax Institute (IPTI) and is IPTI’s designated representative to the New York City Tax Commission's Advisory Board. He is Vice Chair of the American Bar Association’s Property Tax Committee and a member of the International Association of Assessing Officers’ Legal Committee. He is chapter author for several books on taxation and eminent domain, and author of numerous articles and papers on law and tax for professional publications. David received the International Association of Assessing Officers’ Distinguished Real Estate Research and Development Award for his analysis of REITs valuation issues, and the Counselors of Real Estate’s Ballard Award for Best Article of 2005. David received his Master's Degree in Real Estate Valuation from New York University’s Real Estate Institute, where he was awarded the Norman Weinberg Prize for Excellence, graduating first in his class. He received his law degree from the Boston University School of Law, and his undergraduate degree in English Literature from the City University of New York, where he graduated first in his class.
